Living with Controversy – Teaching Controversial Issues Through Education for Democratic Citizenship and Human Rights (EDC/HRE)

This Council of Europe training pack is a professional development programme for teachers which is designed to support and promote the teaching of controversial issues in schools in Europe.

The pack consists both of 1) a scoping paper explaining what controversial issues are and why they should be taught in school, and 2) a set of training activities on how to teach controversial issues in school. It examines major challenges of teaching such issues and provide practical tools on how to deal with them. The main approach is encouraging teachers to create safe spaces in which children and youth are given the opportunity to explore and discuss controversial issues within the framework of education for democratic citizenship, human rights and inclusive education.
